Bulla Stephen geboren in Baldwin, New York, 30. Januar 1953. Er studierte Kompositon und Arrangement am Berklee Collegeof Music; Diplom 1976. 1980 trat er als Arrangeur in die US Marine Band ein. Bulla lebt in Maryland, wo er neben seinen Aufgaben für die Marine Band die National Capital Band of the Salvation Army in Washington D. C. dirigiert.
